The Lectureship
The Robert C. Barnard Environmental Lecture provides
an annual forum for an outstanding speaker to address
current environmental issues. The lectureship is endowed
by the international law firm of Cleary, Gottlieb, Steen
& Hamilton to honor Mr. Barnard, who had been counsel
to the firm, for his contributions to environmental
and public health law and in recognition of his many
years of service as a member of the selection committee
for the fellowships at the U.S. Environmental Protection
Agency. Mr. Barnard believed strongly in the value of
bringing good science to bear on government decisionmaking.

Robert C. Barnard's career as an attorney spanned
more than 50 years in the public sector and in private
practice. He wrote articles about the interaction of
science and law and on the role of science in risk assessment.
He spoke widely on issues relating to the need for sound
science in identifying and controlling chronic health
hazards.
Mr. Barnard's distinguished career included service
at the Department of Justice as special assistant to
the Attorney General in the Antitrust Division, and
as chief legal consultant in the Office of the Assistant
Solicitor General. He later joined Cleary, Gottlieb,
Steen & Hamilton and opened the firm's Paris office
in 1949, where he served for three years. He was counsel
to the firm's Washington, DC, office.
Mr. Barnard was science advisor to the American Industrial
Health Council. He was selected in 1991 as the Distinguished
Fellow of the Toxicology Forum. He was the 1995 recipient
of the International Achievement Award of the International
Society for Regulatory Toxicology and Pharmacology,
and was a member of the American Association for the
Advancement of Science.
Born in Portland, Oregon, in 1913, Mr. Barnard received
his AB from Reed College and attended Columbia Law School
from 1935-36. He was a Rhodes Scholar from 1936-38,
at Oxford University, where he earned a BA in jurisprudence
and then a BCL. He was president of the Oxford University
Law Society. He was awarded a Sterling Fellowship at
Yale, 1939-40.
Mr. Barnard died on 30 August 2003.
